Specifications is one of the most important contract documents that are given to the contractor by the employer to enable him to estimate and tender for a project. These specifications and the other contract documents are prepared on behalf of the employer by the architect' s team which is composed by the architect, the civil engineer and the quantity surveyor.
The contract documents explain precisely the requirements of the employer and the conditions under which the work will be carried out.
The contract documents or the tendering documents are divided in the four following sections
1.1 Drawings
These are the contract drawings which are available to the contractor to prepare his tender and shows clearly the whole picture of the project when it will be finished.
1.2 Specifications
The specifications describe in detail the quality of the materials (the standards) and the standard of the workmanship that will be used for the construction of the project. If the employer or the architect wishes the contractor to comply with special conditions or requirements that affect the quality of the material and the standard of the workmanship, then these shall be included in a special section of the specifications.
1.3 General conditions of the contract.
This document is prepared jointly by the institution of civil engineers, the federation of civil engineering contractors and the association of consulting engineers. It defines the conditions under which the work is to be carried out and the relationship between the ernployer, the contractor and the powers of the engineer.
It is assigned to protect the interests of all the parties and should be always included in the contract.
1.4 Bill of guantities
Is the docurnent which is included in the rneasured contracts. It is a list of all the items needed for completing the works of the project. Each item is fully described and quantified from the contract drawings in the appropriate units. This list is then given to the contractor to enter against each item his unit rate (price) and then is multiplied with the quantity in order to give the final cost of the item.
The sum of all the items is the final tender figure that is given by the contractor for tendering.
1.5 The objectives of the study
The object of this study is to discuss the various views of the leading members of large contracting companies.
Architects, consultanting engineering offices and quantity surveyors on the specifications. This research will examine how the specifications affect as a tendering document the price and the costs of the project The study will also discuss the importance and the role of the specifications during the estimation of each project by the contractor.
The specifications are separated in three parts:
Part I General
Part II Materials
Part III Workmanship
These three parts will be examined each one separately to find out the relation between them, the importance of each part separate1y and how are faced by the parties re1ated to the civi1 engineering projects.
Fina11y the study wi11 search about the protection that is supp1ied by the specifications to the client from the contractor. This aspect of study is extremely important because the c1aims for extra payment most1y is a financial 1oss for the client and pure profit for the contractor.
